Village Covenants and Regulations
The development of the Highlands Ridge community occurred in multiple phases. The first two phases introduced the manufactured homes in Marina Cove, where residents owned their homes but not the land beneath them. Phase III, known as Hidden Creek, was the first phase whereby residents owned both their home and property and received a Title Deed. It was during this phase that Highlands Ridge became a "Deed Restricted Community," governed by a Declaration of Covenants, Conditions, Restrictions, and Easements commonly referred to as the Covenants.
The Villages of Highlands Ridge HOA maintains and enforces the Covenants for the benefit of all homeowners. Covenant Evolution and Related Official Documents
Hidden Creek (Phase III) and Scottish Links (Phase IV)
As the first phase where homeowners held deeded property, Phase III Covenants were the first written, along with the establishment of the Hidden Creek HOA. After Scottish Links was built (Phase IV), a separate set of Covenants were written, along with the establishment of the Scottish Links HOA. Declarant determined to combine the two separate HOAs into the Villages of Highlands Ridge HOA. Original Phase III and Phase IV Covenants, with signatures of all Hidden Creek and Scottish Links residents at the time who approved the consolidation, can be found in the links below. Note that the Amendment to the Phase III and IV Covenants is now referred to as the Base Covenants for all of Highlands Ridge. Each Village is governed by this document, along with any/all supplements unique to their Village
Collection of Common Facility Fees
In 2016, Sebring Land Limited Partnership executed a document that transferred obligation and responsibility to Highlands Ridge Holdings LLC to collect common facilities fees and replacement reserves as set forth in the Declarations. Highlands Ridge Assignment of Rights
In 2021, Sebring Land Limited Partnership assigned ownership of the Covenants, Conditions, Restrictions, and Easements to the Villages of Highlands Ridge Homeowners Association. The document can be found below and is applicable to all of the Highlands Ridge Villages:
Notice to Preserve and Protect Covenants and Restrictions
In 2025, the Villages of Highlands Ridge recorded official Notice to Preserve and Protect Covenants under the Florida Statues Marketable Record Title Act to secure the existence of our Covenants thru 2055. The document can be found below and is applicable to all of the Highlands Ridge Villages:
